KCR meets Modi for special status to Telangana

After securing tacit support from two powerful regional leaders—J Jayalalithaa and Naveen Patnaik—Prime Minister Narendra Modi on Saturday reached out to another potential supporter, Telangana chief minister K Chandrasekhara Rao.
Rao’s party has 10 MPs in Lok Sabha and a member in Rajya Sabha. Like Patnaik, who paraded his party’s 24 parliamentarians before Modi when he came to demand a better deal for Odisha, Rao too was flanked by all 11  Telangana Rashtra Samithi (TRS) MPs when he met Modi. He also had an exclusive meeting with the PM.
Before the election, Rao unilaterally snapped a seat-sharing deal with the Congress at the last moment to keep his post-poll options open. Top sources added that Rao has hinted Modi of his party’s support at the meeting.
Rao is learnt to have also sought special category status for the new state. The status would enable Telangana get more Central share in certain development schemes.
On June 2, when Telangana was officially born, Modi tweeted to congratulate the people of the state but also especially wished Rao. “Congrats to K Chandrasekhar Rao Garu on taking oath as Telangana’s 1st CM. My best wishes to people for the state’s development journey,” Modi had said.

In his list of demands, Rao also highlighted the need for tax incentives to woo new industries and Centre’s help to set up power projects of at least 4000 MW. He also demanded Pranahita Chevella irrigation project be given national status which would entail more money from the Centre.

In his first visit to the capital after taking over as the first chief minister of Telangana, K Chandrasekhara Rao on Saturday met Prime Minister Narendra Modi and demanded that his newly formed state be treated on a par with Andhra Pradesh for the purpose of giving them special category status.
He also wanted tax incentives to Telangana on the lines of the ones extended to the hill states of Himachal Pradesh and Uttarakhand. Rao pointed out that it was a commitment under the Andhra Pradesh Reorganisation Act.
Rao also met President Pranab Mukherjee during his visit to the capital.
Rao is learnt to have highlighted 14 issues for the development of Telangana and expediting implementation of the assurances made in the AP Reorganisation Act. However, the ordinance on transfer of seven mandals in Khammam district to Andhra Pradesh for executing the Polavaram Multi-Purpose Project, a move which was vehemently opposed by Rao, did not figure in the list released to the media after the meeting.
According to the list, the issues that Rao discussed with Modi include development of Sabarmati River Front, declaring Pranahita Chevella as a national project and roads in backward regions of Telangana and railway division at Kazipet. Rao invited Mukherjee to a partnership summit to be attended by representatives from over 160 countries.

KCR to call on Modi today

HYDERABAD: Telangana chief minister K Chandrasekhar Rao on Friday arrived in Delhi, his maiden visit to the capital city after taking charge of the new state. Armed with a long list of demands including withdrawal of the controversial ordinance on Polavaram, KCR is slated to call on Prime Minister Narendra Modi and President Pranab Mukherjee on Saturday afternoon. 

MP AP Jitender Reddy, TRS floor leader in the Lok Sabha, told TOI that KCR would meet Union ministers including Ravishankar Prasad and Rajnath Singh on Saturday morning while meetings with Modi and Mukherjee were scheduled in the afternoon 

"While it is a courtesy call ahead of the Telangana state Assembly session scheduled to commence on June 9, KCR is likely to take up some important issues with the PM including the ordinance promulgated to transfer 205 villages from Telangana to Seemandhra related to the Polavaram irrigation project," said Jitender Reddy. 

Among the demands KCR is likely to put forth before the Centre are imparting special category status to Telangana on par with Seemandhra and allocation of adequate funds for the development of the new state. The CM would demand the Centre to expedite the process of inaugurating a tribal university and horticulture university sanctioned to Telangana as part of the bifurcation deal. Among the other demands are establishment of a steel plant in Khammam within six months from the appointed day of Telangana (June 2) and a railway coach factory in Medak district, both were listed in the AP State Reorganisation Act. 

Generation of additional 4,000 mw power from NTPC, road connectivity between Hyderabad and other major towns in the state and granting of Greyhounds security force for Telangana are among the other demands of KCR. 

AP chief minister-designate Chandrababu Naidu has invited KCR to his swearing in ceremony to be held in Guntur district on Sunday, but according to TRS sources, KCR may skip the event. 

Among the demands KCR is likely to put forth before the Centre are imparting special category status to Telangana on par with Seemandhra and allocation of adequate funds for the development of the new state.

Chief Minister K Chandrasekhar Rao okays Telangana government logo

Hyderabad: Chief Minister K. Chandrasekhar Rao on Monday signed his first official file pertaining to the Telangana government logo designed by well-known artist Aelay Laxman at the Secretariat here on Monday.
“It was an informal Cabinet meeting. The first file, pertained to the Telangana logo, was okayed. We will soon meet again,” said home minister Nayani Narasimha Reddy.
The election manifesto promise of waiver of agriculture crop loans, payment of Rs 10 lakh each to the kin of Telangana martyrs and other issues will come up during the next Cabinet meeting.
Earlier in the day, Mr Rao assumed charge at office in the presence of TRS secretary general and MP Dr K. Kesava Rao, his daughter and MP Ms Kavita, newly inducted ministers, Secretariat employees and others. The new ministers greeted Mr Rao, some hugged him while others touched his feet.
According to the ministers, Mr Rao asked them to work with dedication and ensure implementation of the party’s election manifesto and a transparent and clean administration.
K.T. Rama Rao said he would strive to raise the brand image of Hyderabad in particular and Telangana in general with proactive steps in all spheres. About the promise to lift pending cases against students and other Telangana agitators, he said the issue would be discussed at the next Cabinet meeting and an appropriate decision taken.

Telangana will be Divided into 24 Districts, Says KCR



SANGAREDDY: Telangana state would be divided into 24 districts for better administration, Chief minister K Chandrasekhar Rao said on Wednesday. He also announced waiver of transport tax for auto rickshaws.
Addressing a public meeting following a victory rally during his maiden visit to his Gajwel constituency after assuming charge as Chief Minister, KCR said the state would soon have 24 districts and his government would strive for overall development of each district.
“Each district will have one hospital like NIMS. Every primary health centres would have 30 beds and every area hospitals will have 100 beds. All the government hospitals would be having better facilities than private hospitals,” he said.
He said that his government would constitute a State Advisory Council consisting of representatives from people’s organisations, editors and intellectuals, who would review all the government schemes and programmes and give suggestions to the government.
He said his government would give top priority to education and in next two years efforts would be made to provide free education to all the children from KG to PG.
Vowing to make Telangana a model state in all respects, KCR said welfare and development would be the two driving forces of his government.
“People of Telangana are looking forward to a progressive and development-oriented state. We will work in that direction and ensure a transparent administration. We will make Telangana a model state in the country in all respects,” he said.
In the next five years, the TRS government will spend `1 lakh crore for the welfare on Schedule Castes, Schedule Tribes, Backward Classes and minorities. Of this, `50,000 crore will be spent on SC welfare alone, KCR announced. He said as promised during the run-up to elections, `1,000 as pension for the aged and widows and `1,500 for the disabled will be provided at the earliest. He said he would develop surrounding areas of Hyderabad into a “horticulture hub”, which would create market for the farmers.
Announcing his plans for the development of Gajwel Assembly constituency represented by him, KCR announced that he would set up a Gajwel Development Authority for the overall development of the constituency.
He also announced the construction of 5,000 double-bedroom houses in Gajwel constituency. “As promised, houses with two bed rooms, one hall and kitchen, along with bathroom in 125 sq yards will be constructed for the economically backward,” he said.
“Land would be identified for the construction of houses in the constituency. I have directed the officials concerned to set up a counter in the constituency for collecting applications from the beneficiaries. I would see that all the poor in my constituency get houses,” he remarked.
The chief minister said he would see that in the next one and a half years, the problem of drinking water in the Gajwel region will be solved. “If we are not able to solve the drinking water problem then along with me all the MPTC members and sarpanches would have to resign. So, we will see that the issue is taken care of,” he asserted. 
He said that his aim is to provide water to 2-3 lakh acres in next two to three years in Gajwel constituency. “A blueprint would be prepared for the implementation of the project,” he said.
To improve connectivity, he said a four-lane road would be laid between Pragnapur and Gajwel and a Central Lighting System would be set up. Later, interacting  with MPTCs and sarpanches, KCR asked them to submit village-wise plans to the government.
CM Praises Medak Collector
Gajwel (Medak District): Chief minister K Chandrasekhar Rao was all praises for district collector Smita Sabharwal for her exemplary work in Medak district. Addressing a public meeting and later in a review meeting here on Wednesday, Chandrasekhar Rao pointed at the reduction of Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) in the district.  “Due to the sincere efforts of the collector, Medak was able to achieve this. She did excellent work while working at Karimnagar,” he said.

Gajwel: Telangana Chief Minister K. Chandrasekhar Rao was accorded a tumultuous welcome by party workers and people during his first visit to Medak district and the Gajwel Assembly constituency.  
He made a series of announcements to fulfil electoral promises and held a review meeting with officials pertaining to programmes and policies for the state, Medak district and Gajwel constituency, which he promised would be a model constituency in the state.
“I am greatly indebted to people for giving me the opportunity to serve them. If we want to develop, we have to wipe out political corruption. I will throw out political corruption and take stringent action against those indulging in it,” Mr Rao promised, and added, “I will remove the thorn in your leg with my teeth and ensure you live a comfortable life.”
After meeting bankers at the Secretariat, Mr Rao drove to the famed Saraswati temple at Wargal and offered prayers along with other ministers.
The entire Rajiv Rahadari highway from Secunderabad to Gajwel and Pragnapur, where he addressed his first public meeting after becoming Chief Minister, was decked with welcome arches, cut-outs of Mr Rao, banners and posters.
“We achieved Telangana after a great deal of struggle. People have lots of hopes and desires. They expect new jobs, Krishna-Godavari waters for drinking and irrigation purposes, utilisation of natural resources. We have a huge responsibility,” he said.
He said his government’s top priority was the welfare of Dalits, weaker sections, Girijans and minorities. The government would earmark `1 lakh crore in the budget for them in the next five years.  
Taking an indirect dig at AP Chief Minister-designate N. Chandrababu Naidu, he said, “Our second  priority is agriculture. Some said agriculture is waste. You should remember that 80 per cent to 90 per cent of the population still depends on agriculture for a livelihood.”

KCR envisions a slum-free Hyderabad

HYDERABAD: With an eye on the GHMC elections scheduled for November this year, Telangana chief minister K Chandrasekhar Rao on Tuesday convened a meeting with the GHMC officials headed by commissioner Somesh Kumar and directed them to take up the task of combating water and drainage problems of the city on a war footing.

In an interactive session held at his office chamber at the Secretariat, the CM asked officials about the preparedness for the rainy season ahead. He asked them to prepare a short term strategy to tackle inundation of low lying areas, desilting of nalas, water stagnation points, provision of supply of quality drinking water and also to plan long term strategy simultaneously.

He further directed them to prepare a comprehensive master plan to make Hyderabad a slum-free city by providing two-bed room housing facility to slum dwellers and directed to take up the pilot project immediately.

"The chief minister is very particular about conserving the brand image of Hyderabad. Therefore, he wants to promote it as a world-class city. He conveyed the same to the GHMC officials," deputy chief minister Mohammed Mahmood Ali, who attended the meeting, told TOI. Ministers T Padma Rao and Naini Narasimha Reddy, who represent Greater Hyderabad, were also present in the meeting.

"The CM has directed the officials to make Hyderabad a world-class city and develop civic Infrastructure keeping in view of the development of the city in the year 2050 in order to attract more IT companies by providing better transport facilities," said Somesh Kumar. KCR asked the GHMC officials to develop dumping yards in a scientific way in and around Hyderabad by acquiring government land at a distant location from habitats.

Responding to the officials' submission of existing 265 vacancies in the engineering department of GHMC, the CM told them not to wait for establishment of Public Service Commission and to take up the appointments of engineers by engaging an efficient agency.

While the allocation of employees between Telangana and Seemandhra is still a bone of contention, KCR met a delegation of Telangana employees led by Mahbubnagar MLA V Srinivas Goud and received their complaints about the Seemandhra employees producing fake nativity certificates in a bid to continue with the Telangana state. Srinivas Goud said the delegation had brought more than 1500 cases of the Seemandhra employees producing alleged bogus domicile credentials to the notice of the CM.

Meanwhile, since the ministers have not yet been given the office chambers in the Secretariat, none of them took charge on Tuesday. Minister for finance and civil supplies Etela Rajender met the civil supply officials informally and directed them to make arrangements to purchase the discolured paddy due to the untimely rains recently. Rajender will take charge as the finance minister on Wednesday and will occupy office chamber at D block of the Secretariat.

KCR promises super-speciality hospitals in all Telangana districts

Telangana Chief Minister K.Chandrasekhara Rao Wednesday announced that a super speciality hospital will be set up in each district of the state.
Speaking at his first public meeting after taking over as the first chief minister of Telangana three days ago, he said the proposed hospitals would be on the lines of Nizam's Institute of Medical Sciences (NIMS) of Hyderabad.
KCR, as the chief minister is popularly known, was addressing the meeting on his first visit to his Gajwel constituency in his native Medak district.
He reiterated his determination to make Telangana a golden state by ending political corruption.
The chief minister said welfare of scheduled castes and minorities would be the top priority of his government and pointed out that he kept the welfare portfolios with himself. He said the government would spend Rs.1 lakh crore for the welfare of the weaker sections of the society during next five years.
KCR said agriculture would be the other priority of the TRS government. He said the election promise to waive off crop loans would be implemented.
Also the TRS chief, KCR promised to develop Gajwel into a model constituency in the state. Participating in the state formation day celebrations, he assured the people that the government will take all measures for all-round development of Gajwel.
KCR said a development agency would be constituted for the constituency. The chief minister also announced appointment of an aide in the constituency to enable people to submit their representations.
The chief minister said steps would be taken to improve irrigation facilities and to develop agriculture sector in the area.

KCR promises waiver of crop loans worth Rs 12,000 cr

Telangana Chief Minister Kalvakuntla Chandrasekhar Rao (KCR) said here on Wednesday that crop loans worth Rs 12,000 crore and transport tax for auto rickshaws would be waived off, while the Gajwel Development Authority would be constituted shortly.
Addressing a public meeting this evening at Gajwel town which is in the Medak assembly constituency he represents, KCR said that crop loans worth Rs 12,000 crore would be waived off to benefit nearly 22 lakh farmers.
He made the statement after a formal meeting with bankers earlier in the morning at Hyderabad.
He said that his government would spend about Rs 1 lakh crores in five years for the welfare of scheduled castes, scheduled tribes, backward castes and minorities.
Out of this amount, Rs 50,000 crore would be be spent on SC/ST welfare activities alone, he said.
He said that the government would establish a Horticulture Research Station at Gajwel.
The government would also provide free and compulsory education on par with corporate English medium educational institutions, he said.
Mr. Rao also said that hospitals on the lines of the Nizam’s Institute of Medical Sciences (NMIS) would be established in every district of Telangana, while each primary health centre would get four regular doctors.
He said that Gajwel would be a “model constituency” in Telangana, for which a Gajwel Development Authority would be constituted.


Already a special officer has been deputed to look after Gajwel’s developmental activities, while a special personal assistant would be appointed in the Chief Minister’s Camp Office exclusively for Gajwel, he said.

KCR to take battle against Polavaram project to Delhi


HYDERABAD: Telangana chief minister K Chandrasekhar Rao has decided to take the battle over Polavaram project to Delhi. KCR is expected to take up the issue with Prime Minister Narendra Modi during his visit to the national capital this week.

In the meantime, TRS MPs have threatened to stall Parliament when the session commences on Wednesday in pursuance of their demand that the ordinance transferring seven mandals from Telangana to AP be cancelled.

KCR had called for a Telangana bandh last week in protest over the NDA government issuing the Polavaram ordinance.

Now, a day after taking charge as the CM, the TRS chief is set to voice the concerns of Telangana in his capacity as the head of the state when he meets the PM and his cabinet colleagues. TRS sources said KCR was likely to visit Delhi on June 6 and 7. "KCR's visit to Delhi would be a courtesy call since he will be going there for the first time after taking charge as chief minister. But the main focus would be on the controversy linked to the Polavaram irrigation project. While he would seek justice for Telangana, KCR will also demand special category status to the new state and funds for its development," said sources close to the CM.

While the CM would not want to go on a confrontationist path with the Centre, he would not at the same time compromise with the interests of Telangana, the sources said, and added that if need be, the TRS government is even ready for a legal battle with the Modi-led government. Meanwhile, the TRS parliamentary party elected party secretary general and Rajya Sabha member K Keshava Rao as its leader. Mahbunagar MP AP Jitender Reddy was elected party floor leader in the Lok Sabha and Warangal MP Kadiam Srihari nominated as the party chief whip.

With the Parliament session scheduled to commence on Wednesday, the eleven newly-elected Lok Sabha members and the lone Rajya Sabha member of the TRS said they would stand united to stall the proceedings till the Centre drops the Polavaram ordinance.

"In the previous Lok Sabha, there were only two TRS MPs, but still KCR was able to voice the concerns of Telangana in the House and achieved statehood for the region. Now, we are eleven and we will battle it out to ensure that the ordinance is withdrawn. We will not allow the Lok Sabha to function," Jitender Reddy told TOI before he left for Delhi.

The Lok Sabha is likely to be adjourned on the first day after expressing condolences over the untimely demise of Union minister Gopinath Munde, who died in a road accident on Tuesday. Thursday and Friday have been earmarked for oath taking by the new members, and election of Speaker and Deputy Speaker.

On June 9, President Pranab Mukherjee is scheduled to address the joint session, while the following two days have been earmarked for regular business. It is then that the TRS MPs are likely to stage a protest and try to stall the proceedings.

"As such we are not against the Polvaram irrigation project. All that we are demanding is that seven mandals of Bhadrachalam must not go to Seemandhra and the design of the project must be changed so that the submergence of the tribal villages is avoided," said Keshava Rao.

NEW DELHI: Assuring his full support to India's 29th state, Prime Minister Narendra Modi Monday said Telangana was born due to years of struggle and sacrifices and congratulated its first Chief Minister K. Chandrasekhara Rao.

"India gets a new state! We welcome Telangana as our 29th state. Telangana will add strength to our development journey in the coming years," the prime minister tweeted minutes after Governor E.S.L. Narasimhan administered the oath of office and secrecy to Rao.

"Telangana's birth comes after years of struggle and sacrifices by several people. We pay our respects to them today," Modi said.

He said Centre assures complete support to the people and Telangana government in taking the state to newer heights of progress.

He also send his best wishes.

"Congrats to K. Chandrasekhara Rao Garu on taking oath as Telangana's first chief minister. My best wishes to people for the state's development journey."

KCR Sworn In As First Telangana Chief Minister, Son and Nephew Are Ministers   K Chandrasekhar Rao took oath of office on Monday morning as the first chief minister of Telangana, India's 29th state, created at midnight yesterday by bifurcating Andhra Pradesh.

Earlier on Monday morning, ESL Narasimhan was sworn in as Governor of both Telangana and the residuary Andhra Pradesh. The two states will share a Governor and Hyderabad as a common capital for 10 years. 

Mr Rao or KCR as he is popularly known as, took oath along with 11 ministers, including his son KT Rama Rao and nephew T Harish Rao. Last month his party, the Telangana Rashtra Samithi or TRS had won 62 of the 119 seats in the newly formed Telangana Assembly.

Hyderabad and other parts of the new state have been celebrating since midnight, the capital city washed in pink, the colour of the TRS. 

After taking oath as the chief minister, KCR hoisted the tricolour and took salute at an impressive parade held at Parade Grounds in Secunderabad. The main official celebrations were attended by his cabinet colleagues, senior officials, and a large number of policemen and people. KCR entered the Telangana state secretariat at noon. C Block, which was occupied by the chief ministers of undivided Andhra Pradesh, will be his office.

The other half of the Secretariat has been allotted to Chandrababu Naidu, who will take over as the chief minister of the residual Andhra Pradesh made up of what is called Seemandhra, later this week.

"Lots of people sacrificed their lives, then and also now, for Telangana. Now the challenge for the new government of KCR is to take everyone along, so they feel they are a party to the development of Telangana," said Laxminarayan Mudiraj, 85, who as Hyderabad mayor defied police orders in 1969 to try and inaugurate a Martyrs' Memorial in honour of over 300 people who had died in police firing during an agitation for Telangana.

Hyderabad: Telangana came into existence as India's 29th state on Monday, putting an end to the decades-old struggle in the region for carving out a separate state from Andhra Pradesh.
“We achieved Telangana. The long cherished dream of the people, and mine too, has come true. It’s now a new beginning. Like the Telangana movement, there is a need for another movement for reconstruction and development of Telangana state,” said TRS chief K. Chandrasekhar Rao, who will take oath as the first Chief Minister.
Telangana, which comprises 10 districts — Hyderabad, Ranga Reddy, Mahbubnagar, Medak, Karimnagar, Nizamabad, Adilabad, Warangal, Khammam and Nalgonda — will soon have 24 districts if Mr Rao has his way.

 KCR taking oath as first chief minister of Telangana
Andhra Pradesh Governor E S L Narasimhan was sworn in as the Governor of Telangana, the country's 29th state, on Monday.
Andhra Pradesh High Court Chief Justice Kalyan Jyoti Sengupta administered the oath to Narasimhan, who will be the common Governor to Telangana and residuary Andhra Pradesh.
Hyderabad will be the joint capital of Telangana and residuary Andhra Pradesh.
Mr Rao will take salute at the ceremonial parade organised by the police at Secunderabad Parade Grounds at 10.40 am.
He will assume office as chief minister at the Secretariat at 12.57 pm and hold an informal Cabinet meeting and sign the first file pertaining to the logo of the new Telangana state.
President's Rule imposed in united Andhra Pradesh was revoked on Monday to facilitate swearing in of a government in the newly-created Telangana headed by TRS chief K Chandrasekhar Rao.
However, the central rule will continue in the residual Andhra Pradesh till TDP chief N Chandrababu Naidu takes charge as Chief Minister a week later.
A notification has been issued early today revoking President's Rule in Telangana to facilitate Rao in taking charge as the first Chief Minister of the country's 29th state, a Home Ministry official said.
President's rule was imposed in Andhra Pradesh on March 1 after N Kiran Kumar Reddy resigned as Chief Minister following Parliament's nod for bifurcation of the state to create separate Telangana.
Rao's party Telangana Rashtra Samiti won 63 of the 119 assembly seats in Telangana in the recent elections while Naidu's Telugu Desam Party, along with ally BJP, bagged 106 of the 175 assembly seats in Seemandhra.
Prime Minister Narendra Modi congratulated the residents of Telangana and assured complete support to the people and the government.
Modi tweeted, “India gets a new state! We welcome Telangana as our 29th state. Telangana will add strength to our development journey in the coming years.”
“Telangana's birth comes after years of struggle and sacrifices by several people. We pay our respects to them today,” tweeted Modi.
Modi also congratulated KCR, “Congrats to K Chandrasekhar Rao Garu on taking oath as Telangana's 1st CM. My best wishes to people for the state's development journey.”
“Centre assures complete support to the people & Government of Telangana in taking the state to newer heights of progress,” Modi tweeted.
By Sunday, Hyderabad had turned into a “Pink City” with TRS flags everywhere. Celebrations began in Hyderabad and all across Telangana as the separate state became a reality at the stroke of midnight.
TRS, Congress and other political parties as well as pro-Telangana groups have lined up a series of programmes to celebrate the formation of the new state.
Telangana supporters gathered at People's Plaza at the picturesque Hussain Sagar Lake where cultural programmes and a dazzling display of fireworks are among the scheduled events.
Telangana supporters also took out victory rallies and distributed sweets to celebrate the occasion.
Congress leaders took out a rally, hailing their party president Sonia Gandhi for making separate statehood for Telangana a reality.
After taking oath as Telangana's first chief minister, KCR is scheduled to attend official celebrations of Telangana formation at Parade Grounds here, sources said.
The national flag would be unfurled and celebrations would be organised at the offices of Congress, TDP, BJP and YSR Congress on Monday morning, sources said.

The Telangana Rashtra Samithi (TRS) supremo and chief architect of the separate Telangana agitation, Kalvakuntla Chandrasekhara Rao was on Monday sworn in as the first Chief Minister of the newly created State of Telangana on Monday.
Clad in a white shirt and trousers, Mr Rao took oath in Telugu and later 11 cabinet ministers were sworn. His son K. Tarakarama Rao (Sircilla constituency) and nephew T. Harish Rao (Siddipet) were accommodated in the cabinet. The other cabinet ministers who were sworn in were: Mohammed Mahmood Ali, Dr. Rajaiah, N. Narsimha Reddy, P. Srinivas Reddy, Eatela Rajendar, T. Padma Rao, P. Mahendar Reddy, Jogu Ramanna and Jagadish Reddy.
Koppula Eashwar, tipped to be in the Cabinet did not make it and is now believed to be in consideration for the post of Assembly speaker. Interesting, no woman MLA was included in the cabinet.
Mr. Rao drove to Gun Park near Assembly to pay homage to the martyrs’ of Telangana and then reached the Raj Bhavan to be sworn in.
Earlier, the Governor ESL Narasimhan was administered oath as he had to hold additional charge of newly created 29th state of India.
Earlier, Mr Anurag Sharma took over as the DG of Telangana police.

A new beginning: Telangana is 29th state today, KCR sworn-in as first CM

Midnight celebrations heralded the birth of the new state of Telangana on Sunday, ending the decades-old struggle for statehood. Telangana Rashtra Samithi (TRS) chief Kalvakuntla Chandrasekhara Rao, 60, will be sworn in as the first Chief Minister of Telangana at 8:15 am on Monday — the grand finale of the bifurcation process that started on December 9, 2009, when the then UPA government promised KCR, who was at the Nizam’s Institute of Medical Sciences at Hyderabad after undertaking an indefinite fast, that the process of creating a separate state had been set in motion.
But the party began on Sunday night itself as special teams from Mumbai lit up the skies in Hyderabad with a dazzling display of perfumed firecrackers.
The hour-long celebrations were held mainly at Tank Bund and Necklace Road, abutting the Hussain Sagar lake, which saw many agitations and student protests. Fireworks displays were  also held at 50 other places across the twin cities of Hyderabad and Secunderabad.
As the clock struck midnight, “Jaya jayahe Telanganga janani jaya ketanam”, which will be the official song of Telangana state, was played on loudspeakers. The Golconda, Assembly complex, Gun Park, Tank Bund, Necklace Road and monuments in Hyderabad were all lit up.
Before KCR takes oath on Monday, the Governor of undivided Andhra Pradesh E S L Narasimhan will take oath as the Governor of Telangana at 6:30 am, and President’s Rule will be revoked in the new state. Narasimhan will then swear in KCR. A 10-member Cabinet is also likely to be sworn in.
The TRS won 63 of the 119 seats in the newly-formed Telangana Assembly.
After the swearing-in ceremony, KCR is scheduled to attend the official Telangana Formation Day celebrations at Parade Grounds, Secunderabad, where he will meet all his party leaders. He is then scheduled to enter the Chief Minister’s Office in Block C of the Telangana Secretariat at 12:57 pm — he is superstitious about the number 6.
As one of his first official tasks, KCR is expected to sign files pertaining to the release of Rs 10 lakh each as ex-gratia to the families of all those died during the Telangana agitation. Files and orders appointing IAS officer Rajiv Sharma as Telangana’s Chief Secretary and IPS officer Anurag Sharma as DGP will also be cleared.
In the afternoon, KCR is set to hold his first Cabinet meeting, where the issue of lifting police cases filed against students and employees who took part in the Telangana agitation is likely to be discussed.
Reaching out to various sections, KCR has invited Telangana Joint Action Committee members, student leaders who led the agitation, relatives of those who were killed during the protests, leaders of the movement, artists, industrialists, sportspersons and other prominent personalities for the swearing-in ceremony at Raj Bhawan.
